Mr. Bellinger has considerable experience working in the public
sector with particular expertise in the disciplines of intergovernmental
relations, financial analysis, program and policy evaluation,
project management and best practice research. Mr. Bellinger has
worked closely with elected and senior appointed officials at
the municipal, provincial and federal levels of government.
Prior to joining the
firm, Mr. Bellinger spent over twenty years working within the
public sector. He has a unique combination of corporate and line
experience within multi-dimensional service organizations at each
of the municipal, provincial and federal levels of government.
His particular areas of expertise include financial and program
evaluation, strategic and business planning, policy evaluation
and the facilitation of decision-making processes.
Mr. Bellinger has contributed
to a number of recent assignments in the areas of health and safety,
including a case study assignment with Alberta Heritage Medical
Research Foundation, planning and co-facilitation of the Workplace
Safety 2.0 forum to help develop strategies for reducing injury
and lost-time accidents in Alberta, and is currently one of the
team members responsible for the evaluation of Health Link Alberta.
Mr. Bellinger has participated
in a variety of intergovernmental initiatives, most recently with
the Alberta Capital Region Governance Review. He is keenly interested
in issues related to governance and program and service delivery
within both the municipal-provincial and inter-municipal environments.
He has also provided analysis and advisory support to the Federation
of Canadian Municipalities, the Big City Mayors' Caucus and the
Alberta Urban Municipalities Association.
Mr. Bellinger has directed
a number of organizational and directional studies for municipal
and provincial governments and has served as a facilitator for
a wide range of decision-making and information gathering forums.
He has also has participated
in the development of processes designed to improve the means
by which municipal governments gather and utilize public and stakeholder
